Most IP addresses change every time when logged on the network(have to change the properties).

Both untrue. The IPs you see when in a LAN are A)Issued by the DHCP server or B)Static, and set up on the individual machine. Your IP changes if your ISP uses a dynamic IP policy. It doesn't change every time if you're on broadband. Usually, it flushes every month or so.
If you want to get someone's IP on AIM, you'd need to establish a direct connection to them, and transfer some kind of file. The netstat command allows you to see any TCP/IP connections, so check for the port the transfer is running on and you'd get the person's hostmask. You'd have to resolve it for their IP.
I don't know why you would want someone's IP anyway. Unless you're some kind of script kiddie, in which case you should give up. You wouldn't know what to do with an IP anyway.

Just for informational purposes... If you use a Windows built-in tool (probably built-in for Macs as well. An optional program, if you use Linux), you can actually get the IP address.
Edit: Transparent's post mentions that built in tool and the advice provided there is very valid. If somebody hounding you is a problem, just block that s/n. Or if you're worried that the person might use a different s/n, make sure to block all users not in your buddy list. Problem solved... unless that person already got into a s/n that you trust...
