why doesn't it allow me to download these attachments? it opens up a new tab and says: "Sorry, but you do not have permission to use this feature. If you are not logged in, you may do so using the form below if available." but i am logged in.

Hey, I don' know why it won't open, because I just opened both of them. When you click on it, don't save it, just open the files. If that doesn't work, these forms can also be found on the BETA website.
