This is HIGH SCHOOL. Most people don't get the opportunities that you have at the moment, much less the ones that you missed.
And if you really are an artist, you will take whatever you can get from ANYTHING that you are exposed to and use it for your artwork. Do you really think that there is nothing that you can get from Civil that you can incorporate into your art?

No, you THINK at age 16 or 17 that you will have a career in the art field.
And you very well might.
But you might find an entirely different path for yourself in the next decade. There is truly no way of knowing where your life will lead.

It is not 'rewarding' the dumb student, it is rewarding the student who strives harder with their choice.
Your Tech major will not determine your life. You will do that, with what you do with the opportunities that you have.
You can spend the next year and a half moaning about Civil Engineering, or you can use your skills to make it easier for you, and find out what is in Engineering that can improve your art.
Aesthetically pleasing and mathematically sound go together very well. Learn what you can, and then go on to do whatever you can do.
