I recommend bringing a lock on the first day. Youll get your schedule then so you know when your first and last class will be. Its a good idea to choose a locker in the first or the last class- more convenient.
Teachers dont like students coming into their room and interrupting, especially if theyre teaching a double period. You may want to speak to them about locker access if you dont choose the room of your first and last. Some teachers leave right away and you may not be able to get to it in time. So use the first day or two as a trial round and see if its convenient. If not, then switch.
Absolutely none in the hallways.

Or be like me and never take off your jacket - you'll gather up a decent reputation as a hobo and become recognized through the school!

I just take off my jacket in class and is it really so hard to just carry a jacket around? A locker may come in handy if you have a textbook or a book that you need to bring to school everyday, but it just seems like such a hassle to go to your locker everyday in a crowded room just for your jacket, especially when it's freezing cold out and you just want to get home. And I especially thing it's not worth having to worry about somebody breaking your lock and taking your stuff.

I'm extremely used to it, my jacket is like a symbol of me during the winter and it's comfortable. Doesn't hurt me at all.
But if you're not used to it, yeah you might want to use a locker =P

Upperclassmen tend to do that to confuse the lower grades. Besides, probably 10% of freshmen will even remember to bring a lock to school...and when they finally do, the lockers will all be taken by the rest of the students. Though...interesting though: the # of students has dramatically increased in the school but the # of lockers remain the same. Perhaps with the addition of new students, the demand for lockers will increase and new lockers may be installed into the school...(SGO, this is your job!)
