I'm planning to apply to Rutgers University, and it's Regular Decision has a deadline of December 1st. The transcript request form we have at Tech says that it's only used for colleges with deadlines December 15th or later. If I send a request form in for Rutgers, will it make the deadline on time?

Fill out the form, bring it to the college office and ask one of the counselors. They'll probably write a note on it or something so that it gets sent out earlier.

Isn't everything being done electronically this year for all Prefects on Naviance?

Not everything, today is the deadline to update your Naviance info though and to give in the paper copy of the transcript requests for all schools.
