YOu can always add or delete colleges on Naviance. Just be sure to submit additional transcript request forms for those you do add or transcripts will not be sent to those schools.

No you cannot add colleges to the list (You're able to delete those colleges which the college office hasn't sent their materials too). After the November 17th deadline, they're also not accepting any more transcript requests. Perhaps you can contact the college office and put up a special case.
You can't expect to do everything, but there is everything to be expected.

You can always submit additional transcript request forms. But I would exercise common sense doing so. If your application is due January 1st, don't expect materials to be sent by then if you submit your request form 9th period the day before winter break. I do not believe that the college office will deny to send materials just because you decided that you want to apply to an additional school that fit your needs. If they do that, then speak to the AP of Guidance. If its not resolved there, meet with the principal.
The college office sets deadlines so that it gives them an adequate amount of time to send materials for the bulk of the class. However, they should accept random ones that come after that deadline. Just give them 2 school weeks advanced notice to do so. Keep checking up on it. If your materials are not sent then raise hell with them. Along with many of my friends, my final transcript wasn't sent to the University at Buffalo until late summer (and I sent it myself in the end because the director of the office felt that her vacation was more important...fair enough) because the college office obviously has the most responsible staff in the building...but that may be different since there is a shift in positions this year with more support staff on hand to assist.
