So I got into Software Engineering which was my first choice and I'm really glad about that.

But one class I would really want to take next year is Principles of Engineering. I know it's a college prep class (and according to the statistics posted...not every CP class will gave 34 kids)
Would it be possible for me to get into that class if it fits into my schedule?

I know with my major classes and everything I'll have a 2-8 or something of that variation next year...leaving 2 free periods and I would wanna fill one of them with that class.

Before I bug my guidance counselor about it...is it even possible?

On rare occasions yes. But your schedule will not be altered in anyway to make it fit. It either fits or it doesn't - most of the time it doesn't.

Should I go to my guidance counselor asap or would I need to wait until next year to see what my schedule is like?

You should inquire about it now. Programming is not done until late August / days before school begins anyway. No one can tell you at this point in time whether or not you would be able to fit it in your schedule because the programming catalog with all the classes listed/period taught/section/teacher/spaces available/spaces fill etc cannot be completed until the budget is finalized for the next fiscal year.
The chancellor and her infinite wisdom may choose to take her word back and take even more money away from the school budgets.

You might also want to talk with whichever department offers the class. Either the coordinator for College Prep or the AP for the department (I don't know if the Principles of Engineering class is under the Technology department umbrella, someone with more current information will have to help you there). Basically, if you can get the information from them first if it's possible, and request their assistance, they might be able to influence the programming office to let you into the class. It's a difficult prospect, and as Nick correctly mentioned it's particularly rare. To accomplish this you'll need all the official support you can get.
It's much easier being politically incorrect.
