No you just have to pass all of the regents. Here's link describing the Brooklyn Tech diploma

If, for whatever reason, you don't get the Tech Diploma, do they still let you attend the graduation ceremony?

Yes. A Brooklyn Tech Diploma is a personal achievement and does not replace the NYS Diploma.

Even if you don't get mastery in every regents or fill out your club credits, you will most likely be able to get your bths diploma regardless. For the class of 2011 everybody received one......
You can't expect to do everything, but there is everything to be expected.

If that was the case, the policy would not be in place. The folks you spoke with probably did complete their requirements for the Tech Diploma without knowing themselves...

Not sure what it'll be like in the future but this year pretty much everyone, including the people who didn't buy SGO cards/have volunteer hours got a Tech diploma. Just something to keep in mind.
