When deciding whether or not you accepted into a major, are freshman or sophomore grades considered? Or is it a combination of both?

That's the PI (power index).
Your grades from freshman and first semester of the school year are calculated into the PI and you will be considered using that.

Also, if you took Biology, Earth Science, Algebra or any other course that ended in a regents in middle school, those grades are taken into account as well. It's your whole transcript.

your PI is your average plus whatever grades is relevant to the major. As shown in the link of my previous post.
My friends received their PIs 1-3 weeks before the selection process, somewhere in February, I believe.

Changes year to year. You actually don't see the lowest PI accepted until everyone is placed into their major and these statistics come out. Some year a major could have many people placing it 1st so it's lowest PI is high up, other years you'll see it with a not so high PI as its lowest accepted.

Yeah, the lowest PI accepted is just a statistic and only gives you general idea of where you stand, it doesn't work as a cut-off for the following. Last year's (Class of 2012) PI stats are probably going to be unreliable for this year considering a bunch of majors changed and the number of seats available for certain majors changes from year to year.
