Edited: We can't change the cutoff score. The lowest score until spots are full is the cutoff score. Unless you lessen the amount of seats available, I can't see it happening. You could let in a certain extra a year and keep it limited the next, but it's not fair in general. (6000/5000, seniors graduate, take difference in for next year).
