Each club holds general meetings after school (once every week/two weeks/a month, depends). Some clubs do have requirements such as you must attend at least 10 meetings, etc.
As for advice:
1) do not overwhelm yourself with clubs. Freshman year grades are VERY important. Do NOT mess up your freshman year. You will regret it. Clubs do take up time. A hour after school. If you have 5 clubs, one each day, you get home one hour later each day.
2) I recommend you start volunteer service now.
3) when you hot sophomore year, if you have already did a sufficient amount of hours, start internships/college now programs.
4) do not try to stand out. your main goal is not to be popular, your main goal is to succeed. focus on your grades, but don't get too anti-social.

And you would still get the same amount of credits if you join clubs in, say, sophomore/junior/senior years instead of freshman?

By volunteering she means to spend your time working in an outside facility like a hospital or a daycare center for no pay.
And yes, you still get the same amount of credits no matter what year you are in. Some activities (such as sports teams) give more credits than others.

Volunteer Service as in doing something not for money. Go to a local church and ask to help out, or any non-profit organization (Red Cross, Nursing Home, Park Sanitation, etc.). You can approach an office in tech (guidance office) and ask if they need help. Tech has a 50 hour community service requirement for graduation. It also looks good on your college applications if you start early and keep it up for a year or 2 or even more.

It's not recommended to do too much later on when you're a junior mainly because that's when one takes a couple of aps and also need to take ap exams + regents + sats + finals. Sophomore year had the most regents but those are a joke. Best to start early :)
Join a team :O It'll take up a lot of your time but looks good.
