Correct. You can join whenever you want but it's best for you to join during the beginning of the year or each semester to properly be able to receive full credit, especially clubs that require more work than just showing up at a meeting and you earn credits through a system of points by going to meetings, events and such. Don't worry, each club should let you now how you can receive club credits in their first few meetings, and should give you the option of emailing them and such.
And...there's just been 3 days of school, how can you be late, when no one else even had the chance to start yet?
