Are report card grades cumulative for each semester only or the whole year? Basically I want to know if the grades from the first semester will affect grades next semester.

Only for a semester.

Once the 2nd semester starts, you'll have a new start with grades. First semester does not affect second semester.

Keep in mind that for annualized classes: if you pass the second term and final/Regents exam, you may earn credit for the first term provided you did not get a grade of 0 (never reported) or 45 (academic failure with attendance issues).
